An engineer on call, without the hire.

Many municipalities don’t have floodplain or stormwater engineering expertise on staff.

Aging infrastructure, regulatory compliance, limited staff capacity and residents who want answers all land on the same public works desk. Creel gives that team a senior technical resource when it needs one: for a flooding complaint, a capacity question, a map revision or a grant application.

No full-time hire, no long retainer. Engineering support scoped to the problem in front of you.

Field assessment, hydrologic and hydraulic analysis and documented findings.

Funding

Grant application exhibits

Technical exhibits and cost estimates for FEMA hazard mitigation funding.

Capital

Capital project engineering

Channel improvements, detention facilities and culvert replacements.

STA 0+00Capacity

Run the stormthrough the pipes.

A system sized for the 10-year storm behaves very differently in the 100-year. Pick a storm and watch where the water backs up.

What citiescall about.

  • Community Rating System (CRS) program support
  • Floodplain development permit review
  • Post-storm flooding investigations
  • Stormwater capacity studies
  • CLOMR and LOMR coordination
  • Regulatory compliance reviews
STA 0+00Funding the fix

Good engineeringgets projects funded.

Many drainage improvements get built with federal mitigation money. FEMA reopened its Building Resilient Infrastructure and Communities program with about $1 billion for its 2026 round, alongside Hazard Mitigation Grant Program funding after disasters.

Creel prepares the technical exhibits and cost estimates those applications need, and the engineering to deliver the project once it’s funded.

STA 0+00Questions

Straightanswers.

Can you investigate a single flooding complaint?

Yes. A site visit, a look at the drainage system and the records, analysis where it’s needed, and a clear write-up your staff can share with residents.

Do you support the Community Rating System?

Yes. CRS rewards floodplain management that goes beyond minimum NFIP standards with lower flood insurance premiums for residents. Creel supports the technical pieces.

Can you review developers’ drainage submittals for us?

Yes. Third-party review of drainage reports and floodplain submittals against your ordinance and criteria.
