Flat ground,high water.
Floodplain, drainage and stormwater engineering across Florida, from the Creel office in Daytona Beach.
Low relief,high stakes.
Florida’s water problem is the opposite of Texas’s.
The ground is flat, the water table is high, tides back up outfalls and nutrient rules shape every pond. A few inches of elevation decide where water goes.
Stormwater permitting runs through five water management districts: Northwest Florida, Suwannee River, St. Johns River, Southwest Florida and South Florida. Daytona Beach sits in the St. Johns River district. Florida’s statewide stormwater rule took effect June 28, 2024, raising the treatment standards for new Environmental Resource Permit applications.
When the outfallis underwater.
On flat, coastal sites the receiving water sets the pond’s working level. Tides and a high water table change how much storage a pond really has.
